Can international electoral observers be deployed in the October 1st referendum?

Yes. The Electoral Commission of Catalonia will open an accreditation process for international observation missions as well as international visitors to reinforce the transparency and to guarantee all phases and procedures of the referendum process.

 

What kinds of observation types are foreseen?

The following two types of credentials are established:

  • International Electoral Observation Missions.
  • International Visitors.

 

Which are the rights and duties of international electoral observers and visitors?
  • Attend the informative sessions on the electoral process that will be organised by the Electoral Commission of Catalonia.
  • Receive the support of the Electoral Commission of Catalonia for the establishment of contacts with the political parties and organisations interested in the referendum.
  • Observe without restrictions all the organisation processes linked to the referendum celebration.
  • Access all the physical spaces linked to the organisation and holding of the referendum, with the sole limitation of those with restricted access for security reasons.
  • Address questions, observations and recommendations to the Electoral Commission of Catalonia.
  • Receive an official credential issued by the Electoral Commission of Catalonia that accredits their condition, and to visibly display it during their activities.

 

For the international observation missions, their head of mission is to:
  • Deliver a preliminary report on the electoral observation to the Electoral Commission of Catalonia once the results of the provisional scrutiny are made public.
  • Deliver a final report on the electoral observation to the Electoral Commission of Catalonia within ten days after the publication of the official results.

The international visitors may submit a brief report to the Electoral Commission of Catalonia within a week after the publication of the official results.

 

How an international electoral observation mission will be accredited?

A mission can be accredited via an organisation or as a group of individuals. It is necessary to send an electronic communication within the established deadline including:

  1. Identification details of the applying organisation, and the document that accredits their legal constitution.
  2. Contact details of the person developing the role of head of mission during the period of the observation activities.
  3. Contact details of all the team members of the mission.
  4. A working plan detailing at least: planned activities, description of responsibilities and the mission schedule forecast.
  5. The curriculum vitae of all the team members accrediting their relevant training and experience in electoral observation.
  6. The commitment to respect the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers adopted on October, 27, 2005 at the United Nations, signed by all team members.
  7. Copy of the valid passport for all the mission members.
  8. A photograph for identification purposes.

What are the requirements to be accredited as an International visitor?

To send an electronic communication within the established deadline including:

  1. Applicant identification details.
  2. Applicant contact details during the period of the activity.
  3. Curriculum vitae accrediting academic experience in Social Sciences and the Arts, and/or political experience, and/or a prominent history in the defence and promotion of the human rights.
  4. The commitment to respect the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers adopted on October, 27, 2005 at the United Nations, signed by all team members.
  5. Copy of the valid passport for all the mission members.
  6. A photograph for identification purposes.
